Though Baldur may not look and have the same heritage as the Norse God, he is eventually revealed to be the son of Freya. This causes a bit of complication since Freya has promised to help Kratos and Atreus in their journey by shielding them from Norse Gods. This, plus the fact that Freya has caused Baldur much pain by giving him invulnerability and stripping him of all physical feelings in return, has caused him to become bitter and resentful. Thus Baldur is on a journey of his own to get rid of Kratos and Atreus.
