Unfortunately, you cannot find the flask in the overworld, nor can it be crafted. Rather, you have to create it using a unique machine. You need to find the 3D Printer on the island and use that to create the flask.

Once you are inside the room, interact with the laptop beside the 3D Printer and select the flask option. The printer will automatically start printing it. All you have to do is sit back and wait till it is complete. Once it is done, you can pick it up and store or use the flask from your inventory.
