Upon talking to Kirill at the end of The Damage Report part 1, he will give you quest number 2. The task is the same, but the location has changed. This time you will have to stalk and kill an Entity soldier at the Harbor. The Harbor is situated at the bottom of the map, towards the left corner. Once you are there, look for any red crosses on the map, as these indicate the outposts where Entities patrol. All of them will be armed, so it is best to plan how you are going to take them down. You will need to kill and drink the blood of one Entity, but you can get rid of the rest so they don’t cause you any trouble. Once you are done, you can either explore the area for some loot or head back to Kirill to complete the quest.
