Bounsweet can be found in the treetops, so if you are looking around at the ground you would be out of luck. The best place to find Bounsweet is between the Los Platos and Mesagoza area, in the upper South Province (Area One). Head to the Pokecenter in South Mesagoza and find the area between that and the Los Platos Pokecenter. The area has a handful of trees that you can check if you want to capture Bounsweet. You can also find them on the trees in Artazon and East Province (Area Two).
As for Steenee, you can find them in East Province Areas One and Two, along with Bounsweet. But unlike Bounsweet, Steenee can be found on the ground. Steenee is a bit easier to spot than Bounsweet, so you would have better luck catching it. If not, you can always evolve Bounsweet into Steenee by leveling up Bounsweet to level 18.
As for Tsareena, you can only get her through evolution. Once you get Steenee, you have to make it learn Stomp. It will learn Stomp at level 28. After that, level it up some more till you get Tsareena.
