You can unlock the fast travel option quite early in the game. When you enter the City of Cipal, you will find a fast-travel structure in the city’s center. You can use this to get outside the city, but you won’t find anything quite like it to enter back into the city from the wild. To get back, you need to find Belfry Towers or Refuge points, and use those to get around the map.
You can find Belfry Towers all over the map, symbolized as a wi-fi tower. You just need to prop open the map and take a look at it to find the nearest Belfry. Once you do, you can head over there and use the Cuff to find other points of interest. Through this method, you will encounter Refuge posts.
To fast travel using the various Belfry Towers, you just need to use the map, select the Tower you want to go to, and be on your way. You don’t need to step into all the Belfry Towers to travel back and forth. But unlike Belfry Towers, Refuge safehouses do not work that way, and you need to enter all the safehouses to activate them as fast travel points.
Fast travel can be enabled anywhere at any time, except when you are in combat and while attempting quests. Otherwise, you can pull up the map and select whichever location you wish to go to, which is way faster than traveling on foot.
