Stairs and ramps can only be built outside, either leading towards or away from the Castle. You will get the option to build stairs and ramps after completing the tutorial and while building your Castle. You can build stairs if you can find a slope to build upon. These slopes should be walkable in the first place so that your stairs have some support while being built on them. If your Castle is built upon the hills, you can place some stairs or ramps to get up there.

As for using stairs or ramps, besides going in and out of your Castle, they don’t serve any other purpose. There is no second floor to build, so there is no point in using the stairs to get to the top of your Castle.
