These flowers can be found all over Starsnatch Cliff, but you have to reach the highest peak of the mountain to farm them. The Starsnatch cliff is located close to the Thousand Winds Temple, just to the north of the temple. To get here, just go to the Midsummer Courtyard Domain located west of Starfell Valley and make your way up the cliff. You can find the flowers along the path as you make your way up the hill. You can just go around the area and collect them.

Once you have grabbed all of them, you have to wait for them to respawn. The Cecilia flower spawns every 2 days and 48 hours. You can either wait it out or visit another Traveler’s world to farm them in co-op mode. Flora’s shop in Mondstadt will also have Cecilia Flowers. You can collect 5 flowers at a time, and each flower will cost 1000 Mora. You will have to wait 2 days for the flowers to appear in the shop again once you have bought all of them.

If that is too much of a hassle, you can grow your own Cecilia flowers in your Serenitea Pot. You can collect Cecilia seeds while farming Cecilia flowers with the Seed Dispensary gadget.
