Complete the game and start NG+
You have to play Wo Long Fallen Dynasty in Rising Dragon Mode, which is the term used for NG+. To get this far, you have to finish the story campaign with any difficulty, watch the end credits, then you will get the Rising Dragon Mode. Once you start your game in NG+, you have to defeat enemies and get 5-star equipment as rare drops.
Use High Luck Equipment
Most of your gear and equipment will give you certain perks. You have to get and use gear that has high luck stats to improve your chances of having 5-star equipment drop from enemies.
Equip Divine Beast Yinglong and Master Smith Hammer

You can find Shitieshou panda demons across most areas in Wo Long Fallen Dynasty. If you encounter them, try feeding them 10 Jewel Fragments at a time for them to give you rare 5-star equipment.
