You need two important items to create fire in the game. You will need a bunch of sticks and a lighter. You will already have a lighter from rummaging through your emergency kit, and you can easily find sticks all along the shoreline.

Once you have the supplies, equip the stick from your inventory, then look down at your thigh. You will get a button prompt to break the stick. Break the stick twice to get smaller pieces. After that, bring your lighter close to the sticks on the ground to ignite them.

Be careful not to step too close to the fire, or else you will get some burns. To create a reinforced fire pit, gather some smaller stones around the beachside and bring them to the fire. You will get an indicator of where to place them. Put these stones all around the firepit to make it last longer. You can now use the firepit to boil water and cook meat.
