To find this puzzle, you need to complete the questline inside the Forbidden Grove. For that, go to Yaesha and climb the stairs up to the Faithless Thicket. Keep walking through the Twisted Chantry dungeon until you meet Bedel. Talk to him, then follow the path until you reach a door. Open it to find yourself on the opposite side of the temple in the Forbidden Grove. Right ahead of you is a gear, and interacting with it will power up the water harp puzzle.
To solve the puzzle, go back to the room where the checkpoint was and explore it. On the table, you will see a book. Flip through the pages to find music notes. The notes are random for each playthrough, but the book location remains the same. Study the symbols, and note the dashes. The dashes indicate no music note here, so while solving the puzzle, that area will appear blank.
Head back to the water harp and interact with it. Pull up the correct pins under the correct symbol, and wherever there is a dash, leave that row blank. Once you are done, pull the lever beside the water harp and watch it play. If done correctly, you will gain access to Ravager’s Lair Dungeon, where you will be faced with a tough decision.
