While the painting is called the Redmane Painting, it is found in Sellia, Town of Sorcery. You can find Sellia in eastern Caelid, northeast from the Swamp of Aeonia and south from Dragonarrow. You can also take Caelid’s Highway found on the east side and head north. Once there, find Sellia’s Crystal Tunnel by opening the chest in Dragon Burnt Ruins. Take the stairs up in Sellia Unders-Stair and take a right, then look to your left at the rubble. You will find the Redmane Painting here. Interact with it to get the note in your inventory.
To find the location from where the painting came from, you will have to head into the Dragonbarrow area, near the Minor Erdtree that is north of Fort Faroth. The place you are looking for is the cliffs near Lenne’s Rise. Once you reach the top of the cliffs, head east to southeast till you are a bit past Minor Erdtree. There is a well-built ledge, and past the edge, you can see a set of branches that goes down. There is also a Golem sleeping down there. This is where it gets a bit tricky, and you can take the help of Torrent to get around. You will have to keep dropping down till you reach the largest platform, then head over to the ledge near where the sleeping Golem is. If you look around, you can spot the area that is depicted in the painting, and the painter’s spirit will appear. Interact with the spirit to get the Rain of Arrows Ash of War.
