Magikarp usually resides in large water bodies, like Horseshoe Plains. You can find Horseshoe Plains if you travel east from Obsidian Fieldlands. It is also one of the first spots that you will come across a Magikarp in the game. To find one is not that hard, as you can spot them easily floating around in the water.
To capture it is a bit tricky since you cannot sneak up on it. Instead, you will have to use fruits to lure in the Magikarp. Once it is close enough and in your range, throw your Poke Ball at it. It might take some tries, but it is not impossible. If this is too hard for you, you can try the old fashion way and take it on in Battle, then use your Poke Ball when it is in a weakened state.
