Hydreigon will be a Dark/Dragon-type Pokémon, so you will need the right Pokémon to counter it in Pokémon Scarlet and Violet.

Hydreigon is known to have status moves, so you should use Pokémon such as Gholdengo to remove status effects. Gholdengo’s ability, Good as Gold, will make it immune to status moves from other Pokémon. Attack-wise, Gholdengo might not be a good choice, so it is best to go with a Pokémon like Sylveon and give it Lum Berry to remove status effects.
Sylveon is the perfect choice for Hydreigon’s Dark and Dragon-type moves, as it can quickly negate those using its Pixelate ability with Misty Terrain. If you are not too worried about Sylveon having any status effects during battle, you can swap out Lum Berry with Babiri Berry, Shell Bell, or Leftovers to keep its HP up. Depending on what Tera type you are looking to tackle, you can give Sylveon the opposite Tera type to further exchange its moves. You should avoid Ground-type moves, as Hydreigon’s ability is Levitate, which makes it immune to all ground-type moves. Hydreigon will be using a lot of Special Attack moves, so you should increase Sylveon’s Special Defense and Attack stats to counter it
Before you head into battle, it is best to take a look at what you are going up against. Once you find the Tera Crystal for Hydreigon, you will understand its Tera Type, and also the Raid star rating. You can make Sylveon learn moves to counter the Hydreigon type before attempting the raid, and you can also use TMs to further give Sylveon additional skills.
