Ouroboros Orders are unlocked once you have advanced far enough into the story. To be more specific, you will need to complete Chapter 3. There is a battle at the end where you will have to defeat a large mechanical boss, after which you will unlock the Orders.

The attacks in Xenoblade Chronicles 3 are broken down after you finish them. This is to show you how much damage you have caused. Chain Attacks are notably useful as you will be shown how many of those you have performed in the battle.
There are two ways to perform Ouroboros Orders in Xenoblade Chronicles 3. One of them is to do them before your attacks, and the other is to do them after. Ideally, the order doesn’t matter, but the Ouroboros Orders will change depending on how you perform them.
