While you can receive some of the Nightrunner Tools early in the game, like the paraglider and the GRE Detector, the UV Flashlight will only be available in the latter half of the game when you are 15-20 hours into the game. To get a UV Flashlight and add it to your arsenal, you will need to complete a mission called Welcome on Board. Go to the Peacekeeper’s HQ inside The Missy and talk to Jack Matt. After your chat, he will send you to see Meyer, who will give you the UV Flashlight.
You can use the UV Flashlights while you wander around GRE Dark Zones or even while out in the city at night. Use the UV Flashlight to repel and stun the infected, and deal damage. Keep a lookout on its battery, as it tends to drain out fairly quickly. Even though it just takes a few seconds to recharge, you will still be vulnerable during that time.
Upgrading the UV Flashlight will help make the battery last longer. Visit the Craft Masters located around the city to get upgrades for your UV Flashlight. There are a maximum of two upgrades needed for the UV Flashlight, with the first one increasing the battery life and cone size, and the second one increasing the cone size further and adding a flash effect.
