To get a better version of any material, you need to first upgrade your tools. You need to get your axe upgraded to at least gold tier to get Hardwood while chopping trees. To get the golden ax, you need to first get gold ingots. To get gold ingots, just follow this guide right here. Once you get the ingots, head over to Pablo the Blacksmith to upgrade your ax. But you should be aware that this will require you to spend some coins to buy gold ore since they are not available in the wild.
If you wish to not spend any coins to upgrade, the second method you can try is to upgrade your skills. This requires you to use your skill points in the Mastery section of the in-game menu. You can also head over to the Mastery tab by pressing B on the keyboard. On the left, select the Foraging section, and click on the Exceptional Cutter box. Right below that, you can see how many skill points you have earned, and how much is needed to upgrade the skill. Click on Upgrade to improve your chances of getting Hardwood while chopping trees.
