You need to find and capture or defeat Starly and its evolutions to farm Starly Feathers. There are a few places where you can find Starly, Staravia, and Staraptor. All of them can be found around South Province Areas Two and Four, as well as around Casseroya Lake and West Province Areas Two and Three. They can be found hiding in the grass, so you have to look hard to find them. If you want to increase your chances of finding Starly, Staravia, and Staraptor, you can consume some Flying or Normal Encounter Power Sandwiches. Starly is a more common find than Staravia and Staraptor, with Staraptor being the rarest.
Once you have managed to capture or defeat Starly and its evolutions, you can start farming Starly Feathers. This item is required to craft two powerful TMs, TM027 Aerial Ace and TM164 Brave Bird. You can also sell Starly feather for money or LP if you are short on cash, as Starly feather will give you 15 Pokedollars and 30 LP.
