After purchasing it, you will find a new item in the middle of the ship with a rope you can pull. If pulled, the horn will let out a loud noise outside the ship. It can get annoying if used as a prank, but it does have some uses too. You can guide lost teammates back to your ship using the blare of the loud horn. This is useful during situations where visibility is less on the moon or if they are generally lost. Also, it can be used to draw the monsters towards the ship and away from the teammates. 

But there are better options than the loud horn to distract enemies. Using the Boombox or Radar Booster are some other ways you can distract enemies away from your team, and are better than the Loud Horn.
