Without proper laws, your country will fall into ruin. Everything about the lives of your Pops is dictated by the laws that you make.

By setting specific laws, you will be able to change your nation to what you want it to be. They need to follow a process to be passed, such as being voted on by the Pops. You can pass only one law at a time, so things need to be prioritized.

Another way to mold your nation is by investing in Institutions which have tiered policies and cost Bureaucracy to set up. Through specific laws and research, you will be able to upgrade these Institutions.
Make sure that your politically strong Interest Groups are part of the ruling party to protect your Legitimacy. However, you’ll also need to have an opposition party of some substantial power as a ruling party with too many Pops will affect your Legitimacy negatively.
