You will need to first get inside the building, and you can do that by going through the windows. Once inside, look around for electric boxes in the area, you will find three active ones that have green lights on them, and three inactive ones with red lights on them. Your job would be to attach the active one with the inactive one via an extension cord. Also, the numbers on the boxes will have to match with each other to make the line work. This might seem challenging since there is only so much cord left to where the box is, so you will have to figure out the best route to attach each box without running out of cable. You can check the amount of extension you have left by looking at the corner of your screen.
Once you have connected all the electrical boxes with their respective ones, to activate them, you will have to head over to the main console. You will also be given a choice on which faction would you like to hand over the electric line to. This will result in that faction’s area getting all the power, and for you to get certain rewards from the faction you choose. Ultimately, the entire Villedor will be power-lit, so you do not have to worry about areas that are not under the faction you choose.
