To unlock Onyx Tears, you need to get the blueprint for it first. For that, you need to find and defeat Nightmarshal Styx the Sunderer. This is a level 79 boss who roams the Cursed Forest, so you can go ahead and defeat him to get the blueprint. Once that is done, you need to gather the required materials to craft Onyx Tears. You will need the following items.

Now all that is left is to craft the Onyx Tears in the Anvil. After you get the Onyx Tears, head over to the Ancestral Forge to turn Shattered Weapons into Legendary Weapons.
