Where to Get More Crew Sailors in Lost Ark
Just like players need more ship slots to send out more ships to Dispatch, they also need more Sailors so that more missions can be completed at once. There are a fixed number of NPC Sailors in the game, and you can unlock them once you have finished the main questline of the first island and have your own boat. You will be able to discover Sailor contracts that can be activated in your inventory to unlock the particular Sailor to recruit.

You can check the merchant at your Stronghold for the fastest way to recruit a new Sailor, keeping in mind that they rotate every eight hours. You can purchase the contract from the merchant in a steady supply. The Rarity of these Sailors will range from Rare, Epic and Legendary and they will have specific Skills. They can only be unlocked to recruit on your mission once you have Max Rapport with them.
