Eevee is a rare Pokemon, but once you have it you will be able to evolve it easily with the help of Evolution Stones. Before you can get them, you will need to complete a few steps first, like beating some trainers and their Pokemon.
You can actually buy Eevee Evolution Stones after a certain point in the game. The first thing you will need to do is defeat three Pokémon Scarlet & Violet Gym leaders. For this, you need to be of a considerable level. Once you have defeated them, you will be able to buy the Stones from the Delibird Presents store.
For 3,000 Poke Dollars, you will be able to get one type of Stone. These are the Fire Stone, Thunder Stone, Leaf Stone, and Water Stone, with which you can evolve Eevee into Flareon, Jolteon, Leafeon, and Vaporeon respectively.
You will be able to find the other three types of stones in the special stores of Mesagoza City, Cascarrafa City, and Levincia City.
