The Torchlight III NPCs No Sound Bug is probably the easiest to fix than any other errors you would have encountered with games. You just need to adjust the language settings of the game and the sound should return.
To perform the steps, press the Escape key while you are in-game. Go to Options and click on the box next to Language, it will open a drop-down menu. Select any other language than the original and save the changes by pressing Ok. Return to the same steps again and set your original language. This should effectively resolve the glitch and you should hear the NCPs sound.
