If you need to upgrade any weapon or item, you will need to visit the Craft Master. You can easily find them in most major hubs, and a few minor ones as well. To identify them, just look around for somebody who has a hammer and wrench icon over their head.
If you go up to them and interact with them, you will be taken to the upgrade window, where you can select which item you wish to upgrade and what is required to upgrade it. Most items require cash, maybe an infected trophy, and some extra materials for crafting. If you do not have everything that is needed to upgrade the item, you will have to go back and play the game till you get everything that is needed.
Upgrading any weapon or gear will boost its spec, like damage, speed, duration, or range of attack, and each upgrade will require more materials.
