Initially, you can find Dammon in Druid’s Grove in an area called The Hollow (X:180, Y:560). If you talk to him, you can trade or ask for a weapon upgrade here. But as the story progresses, you will find him missing in his initial location. He has moved someplace else after you have completed the Save the Refugees quest. You can now find him in the Last Light Inn (X-32, Y:164) after ending the quest. You can go here and explore his store and continue receiving his services at the new location.

If you have enough Infernal Iron, visiting Dammon will help you make progress in the Karlach companion quest. You will require Infernal Iron to repair her engine, so you can take these items to Dammon and progress with the quest. Besides that, he will still help you in upgrading weapons and will also have some items for sale.
