When you first find the Passive Security Relay puzzle, the game will just tell you to place the magnetic fluxes in the correct order. The thing you need to look at first is the three colored dots on the left side node of the relay puzzle. You have to match the laser beams to make it flow through the relays and touch the corresponding colored dot.
There are three rows of lasers, two red and one blue. You have to turn the relays to make the blue laser match with the blue dot. To quickly solve the first Passive Security Relay puzzle, simply turn the rightmost top relay downwards twice. The bottom row should be completely blue to match the blue dot on the node. And with that, you can complete this puzzle.
