There are a few ways to get new cities under your belt. The first way is to build Outposts on any vacant area with your Hero and increase your border. The second way is to overtake free cities. Free Cities can be found across the map, and to sway them in your favor you need to work on your relationship with them. Handing over Whispering stones will help you gain their trust and add them to your expanding land plans. Also forging a Declaration of Friendship with them and initiating trading can bring them under your banner.
Lastly, you can overtake a city using force. This isn’t the best way to take new cities in the early game, but if you are capable of it, you can engage in war and conquer them. But starting wars will have a negative outcome and will lower your relationship with other cities.
Before you start expanding and taking in new cities, you should ensure that you do not exceed the City Cap limit. Each time you exceed the city cap, you will lose 25% of all city resources.
