There are several steps that you will need to complete before you can get Flour. Once you have established John in his shop, the Visiting Plot will be taken up by a different visitor every day. Wait until you have Rayne, who has a chance to have wheat in her shop. The items are random, so you might get other plants as well.
As you will need to farm these plants, you need to get the Farming License from Fletch for 250 Permit Points. Purchase a hoe, a Watering Can for 10,000 Dinks, and buy the wheat seeds for 360 from Rayne. You will need to till and prepare land with the hoe. It’s a good idea to build a fence around them to protect the crops from damage. Also, if you make it close to an NPC’s building, they will occasionally water your plants for you, saving you stamina and time.
