After reaching the bathhouse, go inside the locker room where you can spot a lone locker and a water fountain. On the rim of the fountain is the Driver’s Note, which is the letter you need to pick up. Sometimes the letter can glitch, which can make picking it up harder, so you would have to reload your mission or run around and try picking it up at a later time.

You should keep the letter safely in your inventory and exfil from Al Mazrah with it. If you die along the way, you will lose your loot, so better form a team before you head out here.
