To get the Roar of Rugalea, make your way to Ravine North site of grace. This site of grace is just north of Temple Town Ruins. Keep following the river up north and keep your eye on the right side of the shoreline to find the Ravine North site of grace. From there, make your way northwest towards the marked location above. Keep exploring this area to encounter Rugalea the Great Red Bear
Defeat the red bear to get the Roar of Rugalea. The fight with Rugalea the Great Red Bear is pretty standard and you can call upon a friend or Spirit Ash to help you out. You can then head over to any nearby site of grace to equip the Roar of Rugalea incantation.
