To get the Wall of Duty achievement, you need to get three kills using the Riot Shield in co-op or campaign mode. The best campaign to get this achievement is while playing Prison Break, as there are some Shadow mercenaries you can tackle and get the Riot Shield from.
After rescuing Alejandro, while him and Rodolfo stand back and let you walk ahead, there is an open briefcase you can use to refill your backpack. Just ahead at the right turn are enemies waiting for you. Toss a flash grenade at them to stun them, then quickly swoop in and pick up the riot shield on the ground near them. You can then retreat, toss another flash grenade and stun the guards before hitting them with the riot shield, or you can do so right away after picking up the shield. There are exactly three enemies on the floor, so it is easy to complete this achievement in one go and keep moving. You should avoid running with the riot shield, as this will get dropped while sprinting.
If you are unlucky in doing the sequence quickly, you can pick up the riot shield after defeating the enemies, then continue with the shield till you can spot other guards to tackle. But this method will take some time since you cannot run or sprint with the shield equipped.
