When you start playing the game, there will be a few places where you can get Tera Shards. Various NPCs will hand them out as rewards for completing tasks, like getting the Dragon tera shard from Hassel or the Rock tera shard from Tyme. You can also get various Tera Shards after completing the Academy Ace Tournament in the post-game section. You can also get them after defeating Pokémon in the wild, but those are quite rare. There are also certain locations you can scavenge to find Tera Shards, such as near fast travel points or around Poke Centers. You need 50 Tera Shards of a particular type to change your Pokémon’s Tera Type, so finding it in the overworld may not suffice.
The best way to farm Tera Shards is by competing in Tera Raids.
