The Flame of the Fell God Incantation in particular can be found at a certain point in the game after you have completed some part of the main story mission.

The Flame of the Fell God Incantation lets you cast a large fireball on your opponent that explodes when it gets close, creating an area of high fire damage. This is effective, especially when dealing with large groups of enemies. To find this Incantation, you will need to travel to Liurnia, either by taking the path through the Stormveil Castle or by defeating both bosses Margit and Godrick.
