Enchanted Dust is a useful item if you wish to upgrade your gear, and it can be obtained in several different ways. Converting scrap material is one of the ways through which you can get more of it, and farm it in your playthrough.

You will be able to get scrap material by dismantling the weapons you do not need anymore, and taking them to a Smithing Vendor. You will find one of them situated next to a blacksmith in Westmarch.
Once you have 10 scrap materials, you can approach the Smithing Vendor and convert them into one Enchanted Dust. The more you play the game to defeat monsters and collect weapons, the more scrap material you will have. You can keep converting them as many times as you like.
Another way to get more Enchanted Dust is to take down some of the tougher enemies in the game.
