Well, it is not necessary to complete the Broadcast Story Quest, you can get the Broomstick challenge even before completing the quest, but with the completion of the story quest, you’ll unlock access to the elevator that will take you to the roof of the VNC Tower and perform the broomstick challenge easily.
Once you reach the roof of the VNC Tower, move towards the east. On the eastern edge of the roof, you’ll see a building with a crane. Use your paraglider and grappling hooks to reach that crane. Once you land on the crane, you’ll see blue mushrooms are growing on the crane below its arm. Interact with the mushrooms, and they will grow. Repeat the interaction again and again until you get the option to start the Baba Yaga Parkour Challenge.
Once you confirm your participation, you’ll be on a broomstick. Now fly on the broom through different checkpoints, and you’ll get rewards based on your performance and speed.
