If you want to feed a rabbit, you will need to be in the Meadow area. Rabbits are found only in some spots on the map, and this is where you will find most of them. Rabbits frolick in the meadow, and they might stop for you for food.
Walk slowly towards a rabbit in order to not frighten it, and you will eventually get close enough to get the option to feed them. The window of your inventory will open up, and you can choose the food you want to give them.
