You need to first activate the windmills to unlock the Exquisite Chest before Salsa will appear. When you make your way to the area above, you will find four green pinwheels. You need to rush past them or use any Anemo attack to activate them and make the blue orbs appear. After doing it four times, pick up all the blue orbs to make the chest appear. You will also find Salsa appearing near the easel. If you talk to her, she will tell you that the arrangement of the windmills is not correct, and to place the unsocial windmill in the flower bushes along with the rest.
To solve the puzzle, pick up the windmill at the far left corner from Salsa’s viewpoint. Once you pick it up, you will get four highlighted points to place on the windmill. Pick the point closest to the flower bushes. If done correctly, Salsa will be happy with the arrangement. And with that, you can end the quest for Good Stuff, But Terrible Taste.
