To fix the vehicle guards not leaving or always on patrol bug, the only way is to fight. While this may seem to counter your main purpose of sneaking around and getting the Nobody Was There achievement, this is the only way you can progress through the level. This does not affect the achievement whatsoever, so you should jump in and get aggressive to take the guards down. You can use any method you wish to attack them, but it is best to head over to a vantage point and snipe them. You can also use your tactical gear like smoke bombs or flash grenades to confuse them. This does not alert any nearby personnel, so you can use this to your advantage to reach the next sequence of the mission.
