Miriel, Pastor of Vows, is a giant turtle you’ll find in the Church of Vows. It is a static NPC that doesn’t shift its place. It’ll always be in the same place. The Church of Vows is located on the eastern side of Liurnia of the Lakes. The Church of Vows is important because you can use the Celestial Dew in the pool there and get absolution.
You can reach The Church of Vows by traveling through the eastern Highway of Liurnia, or you can use the Sending Gate in Raya Lucaria Academy. When you first arrive, Miriel will welcome you to the church and tell you the history of the place, which involves the story of Radagon and Rennala.
Also, it offers some Incantations and Sorceries to the players. You can get Magic Glintblade and Carian Greatsword Sorceries; and Blessing’s Boon Incantation from this NPC. You can give him Scrolls and Prayerbooks to expand his stock.
Miriel doesn’t offer you any quest. Instead, he will give you some important information about Radagon, Rennala, and Queen Marika that helps you understand the story and the characters you frequently encounter during your journey through Lands Between.
