You can get the spell after defeating Starscourge Radahn. You can find it in Caelid’s Redmane Castle. You can easily get there if you have activated the Grand Lift of Dectus and used the portal there. We have an entire guide on this. Starscourge Radhan is not an optional boss, and you will have to fight it to get through to War Dead Catacombs. After defeating it, just keep heading north. You can find the Catacomb entrance there. You can get inside and keep on the path till you reach some ghosts in battle. Head past them and go left, take the stairs down. You will find a chest in the middle of the area surrounded by Scarlet Rot. Once you open the chest, you will get the spell.
