The women residing in the Water Queen’s house want Redhammer killed, but it is best to leave the execution after you have completed the Iron Throne section of the quest. Without Redhammer, the Submersible won’t be functional, and also you will end up killing Duke Ravengard and all the Gondian prisoners. This will turn the fight with Gortash into a difficult one, and it will be impossible to disable the Steel Watch Foundry. Rather, wait till after completing the Iron Throne objective to start the Flood Tide Allandra Grey. You will get the option to kill Redhammer a second time, and you can choose to do it if you want to get some rare armor loot as a reward.
