To get the Go Tell the Citizens of the Capital achievement, you need to first unlock Caesareum Palace. You will get here as part of the main story quests, or if you are unsure of how to get here you can check out this guide. You would also be on a lookout for this place while trying to collect scores for the Ancient Autoharmonic Music Box. If you haven’t collected the Dies Irae Score yet, then you would need to head over to Caesareum Palace. Once you reach the place, you will spot a Nameless Statue in the area. You have to accept the challenge given by the statue before you can collect the score. Once you are done, don’t leave the area just yet. 

Head back to the Nameless Statue once again and interact with it. After a short interaction, you will notice a new inscription show up at the base of the statue. Read it to unlock the hidden achievement
