The vendor who will sell them to you is A’jak’nir Jeera. You can find A’jak’nir in Githyanki Creche, near Crèche Y’llek. You can find this area close to Rosymorn Monastery, and you can gain access to this area during Act 2. Once you find the vendor, you can purchase the Vital Conduit Boots for 600 gold. 

This is the only way you can get the Vital Conduit Rare Boots. When equipped, it gives the wearer a special ability called Vital Conduit.
