You can pick up this side quest in the Lanayru Great Spring area, in the northern section. If you visit the Upland Zorana Skyview Tower, you can find Bazz lying on the floor right beside the tower. He will be covered in muck, and upon talking to him you will get the Mired in Muck side quest.

To free Bazz, go to the left side to find a small, golden-leafed tree. The tree will have a rounded, blueish-green fruit. These fruits are the Splash Fruits, which will help get rid of the gunk. To use it, pull out your arrow and fuse it with the Splash Fruit. Aim at the muck and shoot at it to get rid of it. Bazz will be set free and you can complete the side quest.
