To acquire Nuclear Fuel Rods, you need to complete Secure Nuclear Contract missions across three maps. You can check Al Mazrah, Vondel, or Ashika Island to find them. Contract missions will always show up on the map as green icons, and if you hover over them you can see what type of contract they are. To begin, pick up contracts marked as Secure Nuclear Contracts.

You need to equip a Geiger Counter first in your tactical weapon slot to locate nuclear fuel rod caches. Geiger Counters can be found anywhere, so pick one up after moving your tactical equipment to your backpack. After that, use the counter readings to find high radioactivity areas. If you find the meter tipping at 9.0, check caches, lockers, chests, and other secluded areas within the radius. This will enable you to locate the nuclear fuel rod. 

After clearing one contract, you can pick up several more around the map to get more nuclear fuel rods. You can then exfil with the required amount to help with stash upgrades.
