In the starting island of the game, you will notice several abandoned buildings on land and underwater. If you explore these buildings, you can find various items. If you scavenge through washing machines, vehicles, toolboxes, and furniture, you can find cloth. Storage areas like underwater chests and drawers can also have cloth. Your best bet is finding and searching through washing machines, as there is a higher chance of getting cloth this way.
Another way you can get cloth is by collecting cotton and crafting cloth. This is a bit more advanced, so you have to make progress in the game and unlock the necessary workstations to craft cloth.
