Make your way to Neon City and talk to Walter to start the quest. After your visit with Issa Eklund, you need to find James Newill and get some more info about the seller. James is located in Newill’s Goods, and you can find it after taking the elevator to the lobby. Follow the quest marker to find the store, then talk to James to get the info. There are two ways you can get the info, either by paying him or persuading him. You can also search James’ terminal in his store to learn more about the seller, but you can only attempt this once he is out of the store. 

Whichever path you pick, you will learn that the seller resides in Sleepcrate One. Make your way to Ebbside located diagonally to the right side of Newill’s Goods, enter it then turn left. Go up the stairs, turn right and turn right again. Investigate the doors on your right to find the one that says Locked. Use a Digipick here to unlock it and gain access to the Seller’s Sleepcrate. There is a computer inside the sleepcrate where you can read some new information. After that, your objective will be updated and you can make your way to the Astral Lodge.
