While trying to visit any major city, your ship will go under a scanner to catch any illegal activities. In case you have your contraband and stolen artifacts out in the open, you have to face the authorities. You can either fight them, accept jail time, or pay the fine. If you choose to accept your fate or pay the fine, you will be taken straight to the main city. Over there, you will be inside the security facility. In different cities, the security facility will be located in different areas.

Once it is safe to explore, crouch down or stay hidden and make your way to the lockers. You will find one particular locker containing stolen items. You need a high Security upgrade and some Digipicks to break the lock. If successful, you can retrieve all your stolen items, and sometimes even your contrabands. After that, make your way back to your ship on the landing pad. If you check behind your ship, you will find a Seized Cargo shipment. Break it open to get the rest of your stuff.
