Head over to location 4645, -2385 in the Red Sands region. Head inside the house here and investigate the wall where the portrait is. Speak to the portrait to get a bit of information about it. The portrait will talk to you about their owner, how the owner was a passionate dancer and would wave at the portrait anytime he passes by. The portrait will also remark about how you resemble their owner and will leave the conversation at that.
To get the keys from the portrait, all you need to do is bring up the emote wheel and wave at it. If you don’t have the wave emote, you can always add it from the customization menu. After you are done, you can claim the Artist’s Key x1. You can use the key on the Artist’s Crate beside the main door and get some loot
